The construction of welfare goes through new forms of social solidarity, in which the role of the State in today's societies, have a great relevance, above all of implementing a "new design" of the Social State.

In which the current debate and reflection, are agreed by the more concise synthetic discourse resulting from the measures on various mechanisms that are adopted for improvement and social protection.

There are issues that are based on a solid foundation that investigates their origins and the genesis of problems, according to which causes, effects and consequences are sought at their source.

Making this purpose demanding to approach the system versatile and appropriate to the realities of social protection that have lately been designed by several States.

As an urgent and urgent measure of intervention and regulation of the system of the new Social State.

The mechanisms implemented in relation to the political and institutional means of the State and private, as well as representation and political consensus in the achievement of the objectives of well-being, employment and growth through the symbiosis that has been established.
